Cumberland County Reopens Foxlea Bridge in Lower Allen & Fairview Townships

Carlisle, PA – Cumberland and York Counties today reopened Foxlea Bridge after completing a spring rehabilitation project that included repairs to the bridge deck, installation of waterproofing membranes and expansion joints, and maintenance work on the abutments, beams, and piers.

Foxlea Bridge, built in 1970, carries Beacon Hill Boulevard over the Yellow Breeches Creek in Lower Allen Township, Cumberland County, and Fairview Township, York County. The bridge has an estimated average daily traffic volume of 1,700 vehicles.

The county bundled Foxlea and Grahams Bridge projects, a practice that reduces overall costs. Grahams Bridge in Cumberland County opened to traffic on Friday, May 29 following rehab work. Rehabilitation began on both Grahams and Foxlea Bridge on March 2, 2026.

The primary funding source is the $5 vehicle registration fee approved by the county in 2015. These fees generate approximately $1.1 million annually and allow the county to address critical bridge needs. Funds generated from the vehicle registration fee are restricted to roadway and bridge projects and cannot be used for the County General Fund.

The county awarded the contract to Lobar Site Development in January for a total cost of $992,492.
