PA American Water Service Line Inspection Program
The Pennsylvania American Water Company Will Be Conducting Door‑to‑Door Water Service Line Inspections throughout Lower Allen Township Starting in Late April 2026
The Pennsylvania American Water (PAW) Company, in partnership with its contractor CDM Smith, will be conducting door‑to‑door visits in parts of the Township as part of a statewide effort to identify water service line materials and comply with federal and state Lead and Copper Rule requirements.
Why this is happening
Some homes have unknown water service line materials connecting the house to the water main. This program helps determine whether those lines are made of lead, galvanized steel, or non‑lead materials. Identifying these materials is an important step toward protecting public health and planning future improvements.
When residents can expect visits
Canvassing in our area is expected to begin in late April 2026. Residents will receive advance notice before canvassers arrive. Pennsylvania American Water and CDM Smith will continue to provide updates as work progresses through different areas of the Township.
What residents will see
Before canvassing begins, residents may receive:

Postcards mailed to their home

Email notifications (for customers with an email on file)

Automated phone calls or text alerts
These communications explain the program and how residents can participate.
When canvassing is underway:

Trained CDM Smith staff may knock on doors to request permission to visually inspect the water service line

If no one is home, a door hanger will be left with next steps

Inspections are free and typically brief
How to identify official canvassers
For safety and transparency:

Canvassers will wear high‑visibility safety vests and contractor ID badges

Vehicles will display program signage

Lower Township and the Lower Allen Township Police Department have been informed of this work in advance
Residents are never required to allow an inspection at the door if they are uncomfortable.

Self‑report their service line material using PAW’s online map and survey
Instructions for both options are provided in mailed materials and online.
What happens if lead is found
If a service line is identified as lead or certain galvanized steel, PAW will contact the homeowner with information about future replacement, which may be completed at no direct cost to the customer, depending on eligibility. Replacement details and timing will be discussed individually.
