Lower Allen Township Paving Update for Rossmoyne Manor
Lower Allen Township’s paving contractor, E.K. Services, is scheduled to begin paving operations on Monday, August 24, 2026.

Paving is a three-step process, so residents may see crews working on a street at different times throughout the project:

Milling – Crews will remove the existing roadway surface.
Scratch/Leveling Course – A layer of asphalt will be placed to help level and prepare the roadway.
Paving Fabric & Final Overlay – Paving fabric will be installed, followed by the new asphalt wearing course to complete the roadway.

Parking & Road Closures

E.K. Services will place “No Parking” signs along curblines in advance of scheduled work. If possible, residents are asked to park on an adjacent street while work is taking place.

Roads will be temporarily closed during paving operations and will reopen once the newly placed asphalt has cooled and it is safe for traffic.

Please use caution around construction crews and equipment and plan for temporary delays while work is underway.

Tentative Schedule
Below is the tentative schedule submitted by E.K. Services, Inc. for the milling work to be completed in Rossmoyne Manor. This schedule may be subject to change depending on weather or equipment issues.

8/24 - Kensington Drive
8/25 - Woodmere Drive, Nottingham Drive, Briar Lane, and Neponsit Lane
8/26 - Palmer Drive, Rockaway Drive
8/27 - Cedarhurst Lane, Plainview Road, Bellmore Road, Hartzdale Drive
8/28 - Scarsdale Drive
8/31 - Scarsdale Drive

Once milling is completed, E.K. Services will begin the process of placing the scratch/leveling course. We will post updated schedules as they are available.
